Hooper, Lundy & Bookman is the largest law firm in the United States dedicated solely to the representation of health care providers and suppliers. With clients in all 50 states, we have offices in Los Angeles, San Francisco, San Diego, Washington, D.C., Boston, and Denver.
One of the keys to our reputation for excellence is a high level of personal service and responsiveness that is rarely available in larger practices. As a mid-sized firm, we are able to provide our clients with the individual attention needed to develop long-term relationships. At the same time, we are staffed to handle the largest and most complex health care matters.
Regardless of the nature of our representation, whether in a governmental administrative proceeding, litigation, arbitration, dispute resolution proceeding, business transaction, or advocating for changes in regulatory policy, our approach is comprehensive. We not only analyze issues of fact and law, but also identify the opportunities and options available to our clients, and then assist them in evaluating and implementing a strategy that most effectively meets their goals. In all cases, we ensure that our clients have the opportunity to make an informed choice, including an analysis of the relative costs and benefits of any given course of action.
We serve in key positions in the American Health Care Association (AHCA), Massachusetts Senior Care Association (MSCA) and the California Association of Health Facilities (CAHF), for which we act as General Counsel. Our engagement with these groups, as well as with other state associations representing post-acute and long term care providers, ensures we are at the forefront of significant state and national policy developments.
We also serve as outside counsel for the Federation of American Hospitals (FAH) and the California Hospital Association (CHA). Through these engagements and those with hospitals and health systems nationwide, HLB actively monitors and engages with the agencies on developments in Medicare and Medicaid as well as other significant developments in health policy at both the state and national level.
In addition to our legal practice, we also have a federal government relations and public policy group that works with our attorneys to address client needs from a policy perspective. We are nationally known for (a) our comprehensive knowledge of how the Federal government regulates the health care system and (b) effectively representing our clients’ interests before all three branches of government. We are by their side to help educate Congress when it is considering new legislation or conducting an investigation. When the executive, acting through HHS or otherwise, is developing policy, we lend our expertise with submission of comments in response to rulemakings and otherwise giving input. And when we believe that the Government has gone too far, our experienced Medicare/Medicaid litigators have the substantive and procedural knowledge and experience to present the best case to the judiciary.
Our health care practice is divided into three areas:
Transactional: We regularly represent clients throughout the country in hospital and other provider acquisitions, affiliations, joint ventures and related transactions throughout the country.
Regulatory: Our attorneys have more Medicare and Medicaid reimbursement experience than any other law firm in the country, and have contributed to significant case law development.
Litigation: We have recovered several billion dollars for health care providers against public and private payors.
Another area of focus for the firm is Fraud & Abuse counseling and defense, and digital health. We are legal regulatory counsel for cutting-edge artificial intelligence solutions, such as physician virtual house calls and chatbots for a virtual network of providers to employers and health plans. Demand for our know-how continues to grow throughout the country. Additional areas focus and expertise include California-specific initiatives. We are at the forefront of each of these initiatives in knowledge, experience and service to clients. We have produced analyses for state and national health law publishers and have been called upon to present on these initiatives by trade associations, client organizations and legal providers of continuing education.

Company History
We believe that the complexity of health care law requires a depth of understanding that goes beyond that commonly found in general practice firms with health care law departments. Such depth can only be achieved through industry specialization and experience. That is why we have dedicated our practice since its inception in 1987 exclusively to understanding the intricacies of the health care industry. As a result, our attorneys and government relations specialists represent providers and suppliers in all aspects of their business and regulatory transactions, litigation, arbitration and dispute resolution needs, as well as advocacy and public policy. The firm has represented clients in many of the landmark appellate cases that have shaped health care law over the past two decades.
Benefits
Hooper, Lundy & Bookman offers a comprehensive compensation and benefits package that is comparable to that of other established corporate firms in large cities. In addition, associates who complete at least 2,000 billable hours per year are eligible for an annual bonus tied to the number of hours billed, as well as the potential for a discretionary bonus.
First year associates are generally hired prior to graduation, given a stipend for the summer as they study for the bar exam and begin work at the firm once they have completed the exam, usually in September or October.
Associates receive three weeks paid vacation each year and are eligible to participate in the firm’s group health insurance plan and group disability insurance plan on the first of the month after their date of hire. In addition, associates are eligible for participation in the firm’s group life insurance benefits. Under our cafeteria plan, associates may also establish a tax-deferred medical spending and/or childcare account.
The firm offers a 401(k) plan, in which associates become eligible to participate after completion of one year of service, at the next enrollment date. Associates are permitted to contribute a percentage of their salary (with a cap) to the 401(k) plan.
